I don’t think Smin is allowed to lie directly. Plans can change and “unlikely” isn’t a hard denial either though

When we speak about plans, its exactly that. We can say what is most likely going to, or not going to be based on those plans. Can plans change? Sure. Not impossible.
If people ask a question and I can answer it, it will be with the current information.
The CM news covered a great deal. You will note that the quote you mentioned came from the segment talking about several sets of plans. Short, medium and long term. Not specifically only about things coming in the next major update.
The block underneath covered the next major update in more specific indication.
All of these things are subject to change. Things can and do move around. We can only give the current indicators to people in a broad sense, so disappoint is not caused when people expect it all to come in the next major update. Its better, after all, to have surprises rather than disappointment.

Nothing currently to speak of outside of report investigations. They are as intended.
Well, from my point of view, you don’t have to give anyone an exact announcement of anything, so you can say no just to lower the expectation bar and stir up interest, but that’s just my opinion.
Telling people that something is not coming if I knew it was 100% coming would be a lie, which is what you are describing. This is something I have never done.
I have no reason, interest or role to do that and have no personal reason to deliberately mislead to “stir up intrest”. We have dev blogs, CM news, teasers and streams for that. Not false information.

If there is an open report that hasn’t already received a dev answer saying otherwise, then a chance is always possible.

Yes, I believe there was a comment of something to this effect. Basically saying that because all nations had new SAMs with the last update, that there wouldn’t be new top SAMs in the next update.
