The one we have in game is already considered a T3 even though gaijin calls it a T2 but it’s already up to the highest standards, when it comes to A2A and A2G.
T1, T2 and T3 don’t have Captor-E as of now (T1 can’t be updated to refit AESA iirc), Captor-E is standard requirement in T4, so most nations already replacing T1 with T4 and some like Germany are moving with replacing the Captor-M with Captor-E on their T2 and T3.
Not very close what we have is up to the highest standards for an EF at the moment we have a T3 sanders with all currently available phase enchantments available at the time.
I’m sure when they add aim 174 they’re gonna add other nations equivalents, so they won’t be firing AMRAAMs. It will be meteors for eu and r37m for Russia and china. Although really the r37m is the only equivalent of it, meteor pales in comparison
Germany Spain can do that bc ECRS MK1 doesn’t need a changes in T2/3 since it doesn’t use the same a mount of power that’s needed for the MK2, so they can refit it without changing the wiring or the power systems in the aircrafts like Mk2 so iirc Mk1 will most likely be a little bit weaker than Mk2 but can do most if not all things an Mk2 can do
