Every variants do that with better composite and avionics, but they always cram more and more tech into it, not less, resulting in a heavier empty weight.
The F-15EX isn’t an upgrade but a new variant, they’re built entirely new so they have a revised/redesigned airframe with new materials and stuff
They replaced the F-15E in production lines

Well the F-15EX complements the F-35 and F-22 because although it isn’t stealthy it has greater payload and speed. Also it isn’t the F-15A of the 70s, it’s for a great part a new aircraft with modern tech and materials

For USA not necessarily but it is absolutely a terrible jet for small nations that don’t operate complementary aircrafts
