the FBW will not change the areodynamics of the jet so you shouldnt expect the FM to be drastically different from other F-15s in WT

more thrust helps in sustained turnrate performance the question is if it has enough thrust to compensate for its weight
I think you just have to give up on dogfighting for top tier US.

the US hyper specialized into BVR and did not hesitate to give up WVR performance for it (look at the F-15E)
meanwhile europe and russia have still been trying to keep some amount of WVR performance

That would be weird and a first. Usually every variant of a vehicle is always heavier, can’t recall any later variant of a vehicle where it got lighter.
