You will notice the text explicitly says they decided on an ASF because in 1980-82 they were concerned new Soviet aircraft threaten their current Air-to-Air fleet. They don’t have any idea how good or bad those aircraft are, but they are concerned about them and about future developments.
Your perspective doesn’t take into acccount what was or was not known at the time.
This is just not even true. You should know that a large part of the reason for the various planes is that it was not dominant during the earlier jet era, Phantoms were getting shot down due to being designed inappropriately for the time, technology and actual circumstances of their use.

The american Navy and Air force are with 40+ years more advanced from anyone else
russia doesnt even have a functioning somewhat modern DIESEL aircraft carrier
china blows up their own aircraft engines
America has about 3-4 trillion $ just in the navy ships and equipment, russia would be bought out 60 times over with the money that US invests into its military
they managed to burn half the country down with no effort
40+ years is just wrong

thats reality, china was never good and russia was in an economic depression for 25 years since the soviet union which wasnt necessarily close to overtaking US anyhow
F-4 Phantom also:
- Was brick until Agile Eagle was cleared for use on later F-4Es
- Lacked built in gun (partially solved with SUU-16 [unsatisfactory] and SUU-23 on F-4C and F-4D) until F-4E
US went all in on missiles in Vietnam but it kind of backfired

Nobody has verified capable missiles, nobody has an actual naval power, russia’s airforce is in crumbles because they cant fight with third world countries and china is growing but hell knows what kind of quality they have, buy anything chinese and watch it in your hands just become biscuit crumbs in a couple of days

The US isn’t magically ahead of everyone else, ignoring the capabilities of a rapidly growing sector like China, a VERY powerful and intelligent aviation industry such as France’s, and the consortium that gave the Eurofighter, can match and in some ways surpass their US counterparts

No, missiles worked very effectively considering that they were pretty much the first ever missiles produced and the Sparrows and AIM9s were miles ahead any other missiles
