they have upgraded mig-23 to carry r-77 but i think they chose new jets over the mig-23 and they have retired mig-23
mig-23-98 was able to carry r-73 and r-77 and likely some air to ground missiles

i dont know but there is many photos with mig-23-98 and r-77. its normal to not find any photo of mig-23-98 flying with r-77 but when there is photos with the mig-23 with r-77 on it then you can confirm it was able to carry r-77. but it was too late, new modern jets was better than mig-23 and mig-23 had to be retired
