The fighter Viggen and CAS Viggens have different engines, with CAS one being the worse. So you are gaining speed much slower, and you loose a lots of speed when you turn twice. So yeah, 24 flares can save you, but not much.

I’m aware of that but it applies to F-4E>F-4C just the same. Not to mention the fact that F-4s are overall much worse in dogfights than any Viggen variant.
Viggens arent great at dogfighting also. They loose a HUGE ammount of speed. You turn twice and in 3rd turn you are below 400km/h and you start slowly staling out.

Also need to note, that this is not hypersonic plane, so that it cannot fast achieve high altitude without being killed by any high tier SPAA
So that this plane can fly on low altitudes. Because of quite limited angles of container and low speed of bombs, you cannot just fly like su39, which missles are more fast
