It’s based on the F-15C, yes, which is also why I’m unsure if Japan will get it and don’t want to assume. Even if the differences between A and C were minimal.
Are there visual differences? If they don’t have the model ready, that itself could be enough to hold back. Though, they could just also give both the A and the C to US in the same update, like they did the A and ADF for the F-16.

There is some questionable evidence to say its not sufficient but it not enough to prove any thing
i talked about this earlier, but would that mean that the F4F ICE would be pushed back to another update? or are we just taking this list as an educated guess and it may be leaving stuff out?
