The HC in the tech tree has the soft-kill APS too. I doubt any nation is going to be left without a rank 7 premium this update, wether that means getting new ones or moving old premiums up.

nah pretty much confirmed not everyone gonna receive rank 7, gromz already confirmed only a medium amount of premiums as well.
Additionaly all premiums that could have been raised to rank 7 already got moved their earlier
