They can with the XF-2A and F-16I, however it’s much easier to add the F-15 for them, so yeah, that’s the most likely option.

the only Phantoms with ARH are the F4F-ICE and some Greek one which basically also got the ICE program added

That’s why some people are convinced the F-15 is coming this update, Japan and Israel either get ANOTHER F-16 or the F-15, which would also bring in way more money.
