The J35XS with its full kit would have been a great 11.0 vehicle, as well as the first Finnish vehicle in the Finnish line, and 6 AIM-9Ls are not meta when you are facing MiG-29s with R-73s and F-16s with AIM-9Ms almost every game.
It’s 11.3, which means at most the enemy team with have 4 Mig-29s. Which 300+ flares is more than enough to deal with.
You seem to be forgetting about IRCCM.
If you separate it from Naval (since technically Su-30 is also an VKS/VVS plane) it makes sense. I believe next patch is really about Fox-3’s more than it is matching planes, otherwise they should add the Su-27SMK to match the F-15 instead, or vice versa with F-18C like you mentioned.

Cause the limit for 1BR higher is 4, regardless of how many players there are.
16v16 means AT MOST 25% of the team is 1BR higher than you.
Vs 1/3rd in 12v12, or 50% in 8v8.
