It has to scan over 500km*40° zone, it needs to be slower in order to receive the signal correctly, and in order to process it.

finland has the GM403, not sure what changed between the versions though
12km(read aspect)/9km(all aspect) is the range where the heat seeker head locks onto the target, until then its guided in by (DL) datalink information from the radar or GNSS/GPS location if the target disappears from radar. IOG is for continuing to track last known trajectory until seaker head stops seeing flares in its field of view
