Yes, it does. It has the same airframe as the MiG-23M, though it bears better missiles and a FAR better engine.
Hence, 11.3.
Sale makes no difference in its BR. Performance does.

No I think that’s more than enough for its current BR and it would do even better at a lower BR.
This is factually incorrect look at its current BR
Of course it would be better, because it would be fighting weaker vehicles more. It doesn’t need to go down
“need to” is very dependent on your frame of reference
If you are not the worst player in the game you should do well with the ML
Except, that is not the case. You have admitted the Jaguar Gr1A that has both Flares and Guns cant be the Mig-23ML.
So what you are saying is that some aircraft are at certain BRs for a reason and that the Mig-23ML shouldnt move down “to increase sales” which is not a balancing metric. The Mig23ML is probably one of the best premiums in the game currently. It sells very well compared to many other premiums.
So maybe it should stay at 11.3 unless you have a valid argument for why it is significantly underperforming compared to most other 11.3s which cant be explained by compression.
If you are the worst player in the game you would still do well with the ML it’s a very good plane at its BR.
Of course the Jaguar isn’t a MIG-23ML lol they’re two entirely different planes with entirely different roles and entirely different nations behind their design.
then why are you asking for it to go down?
Because it would do better at a lower BR and would sell more.
why do you think it needs to sell more?
Why would a premium not need to sell more?
Its already one of the best selling premiums in the game I wager. There is 0 reason to boost its sales.
Its a really really bad excuse to move it down.
Its current BR has nothing to do with sale?
Have you seen the missiles it’s able to take? lol
Gaijin is a for profit company.
ah yes, and moving the best soviet premium aircraft, down a BR, to make it deliberately OP, is gunna be a good PR decision for Gaijin and is certainly not going to make many players and probable future buyers quit the game in disgust.
The vehicle is already strong Gaijin obviously does not care about perceived Russian bias why not profit further?
Yes? It’s unrealistic, though that’s a tradeoff of its placement at 11.3. Without the missiles it does not fare with reason at 11.3.
Then again, what does this have to do with your point? Its missile availability is only more reason for it to be 11.3.
