R-24R and Skyflash are extremely similar on paper, and in practice for me.
i have a question, do you use df mode in Mig23 or just normal MTI?
depends on the range used at. Skyflash struggles a lot more when much closer to the target.
Sub 8 ish km, R-24R is better. 10 ish km Id guess about the same. 15ish km (not that id ever fire at that range in the Skyflash because its buggy as hell) skyflash is in theory better.

i can tell you that R24R may be the best missile in 4-6km
It would be too storng at 11.0. Thats the point. Of ocurse any aircraft would be stronger at a lower BR

In terms of a head on, it’s great. It’s also more accurate than PD
Issue is when an enemy goes like… 45dg aspect

Except for the fact MTI is still chaffable outside notch angles, just harder to chaff than standard.

One trades flare resistance for being flared in the head-on.
R-60Ms are best used as R-60s with better initial lock characteristics.
No way out, the PDV HDN mode will performance worse because the problem of radar blind speed range, the TRK MTI is almost best when encountering that situation except the TRK PD

The entire point of HPRF over MPRF is the velocity gate reduction. Its only justification for use is it being better at retaining locks than MPRF.
