As an added meccanic aifield aa should be disabled after 10 or less minutes just before thinking about change this order
No its not, 99% of the time its used against a player who is trying to survive and re-arm his aircraft so he can actually fight back. Which this order denys.
The fact that the airfield provides a 100% cover and kills anyone within range disagrees with your entire point.
Rearming on your base makes the order entirely pointless and gives the rearming player the advantage as all he has to do is climb around his airbase the entire time until the order shows him the enemie. Its free kills for anyone reamring. Simple as that
