It can, IRST module was removed, probably some other parts of avionics as well.
Its actually quite smart decision if you think about it.
When you carry A2G munitions you have to get close to enemy units and sacrifice A2A missiles which MAWS and additional countermeasures comes handy while in A2A engagements you can use your long range missiles with EW suite.
Nevertheless modification can be done to pods, its just no one has done it yet.
But, F-16 already has 2 mounting points that can carry either A2G or fuel tanks, why not slap PIDS there?

If you mount PIDS there you can’t mount additional fuel tanks which will cripple your time on air quite badly.
I believe they already considered those options and chose this route, dont think people on military didn’t think about this through.

How about they add onboard MAWS and add additional countermeasures under fusalege like Israel did to their F-15/16’s.
This why I love Israel Aviation, they just slap tons of countermeasure to fusalege add MAW so they dont sacrifice any combat capabilities.

like, 95% of their airforce missions are ground attacks, so no wonder they will slap ungodly amount of flares onto anything.
I mean at least it gets an HMD, unlike the F-16 OCU in the japanese tree, whixh i have to say was one of my worst F-16 experiences playing that jet.

its planned in 1990, but ussr dead, the first ones were made in 2005
Except this airframe already was equipped with IRST before being converted to OVT.
