Well, both are probably offered with AESA as an option, Russian MoD most likely just didn’t wanted to cash in on AESA radars due to very vague perspectives of the MiG-35 in Russian airforce
МиГ-35С - This is the name of a concrete series of aircraft with concrete characteristics. I don’t think the name МиГ-35С existed before the МиГ-35 was adopted.
Not always, sometimes aircrafts with different characteristics or parts of avionics might share same name. Su-30SM is the best example, avionics between batches is varied, and so might be a radar. Su-27SM as well, airframes from 2004 had AL-31F installed, but the ones from 2007 recieved AL-31F M1

In this case, we’re talking about aircraft delivered in two batches with a very short lead time. At that time, there was no functional AESA.
That is true, but at least MiG-35S exists. MiG-35 is just a name painted on a MiG-29M №741 that serves as technology demonstrator. We could call it that, would be 100% correct
We would also had to remove refueling probe, because 9.41S airframes don’t have it
We can get even cooler cockpit if we go the 741 route (and it still seems to have an HMS, judging by the sensor above HUD

By the looks of it 741 and 741 have pretty much the same cockpit layout, outside of HMD sensors
Or just remove the the S and make it a generic MiG-35
Also they didn’t even put a 9.xx on it like all other fulcrums have in the Soviet tree

Or they could make the aircraft come stock with the Zhuk-M and add the Zhuk-AE as a researchable modification. That would probably be the most reasonable solution. If someone wants to fly the MiG-35 with its mechanically scanned radar, they can simply uninstall the AESA modification and use the Zhuk-M. If they want the more advanced configuration, they can install the Zhuk-AE. Simple as that.
The MiG-35S aircraft were finally fielded with the Zhuk-M, mainly because the AESA program suffered from development delays, production difficulties and budget limitations at the time. However, the MiG-35 platform itself was designed to accommodate the Zhuk-AE, and the radar was actually integrated and flight tested on MiG-35 demonstrators. So while the Zhuk-AE was not broadly installed on the MiG-35S fleet dude other problems, the aircraft was technically capable of using it, which makes it a legitimate configuration to represent in War Thunder.
And honestly, there is no need to add a fourth Fulcrum with basically the same mechanical radar again. That would be pretty disappointing, at that point I might as well just play the KR. Everyone who plays top tier knows how big the jump is in WT when you go from a mechanically scanned radar to an AESA, and how much more capable the aircraft becomes
To install an AESA, the aircraft’s nose would need to be significantly redesigned.
Is it tho? By the looks of it it only needs a different radome cone and a metal insert
Firstly, radars are never upgradeable in the game.
Secondly, the aircraft will still receive battle ratings from the best equipment (i.e., the AESA).

Yeah, would make the aircraft impossible to balance properly and make it unpredictable to fight
The AESA radar is located much closer to the nose of the aircraft and, as far as I understand, takes up a different amount of internal space
