Available engine-specific thrust information is based on ground testing, when the engine is housed in a fuselage its thrust drops due to the airflow not being perfect like in ground tests. That also means different airframes with the same engine can produce different levels of thrust.

Also airframe-specific thrust info is not easy to find like engine info, and is sometimes classified, so Gaijin just makes it up.
