There are a few problems with the Mig-29KR’s loadout for example it not having r-77-1 or the kh-31pd but it istnt only missing those i suddgest that the KH-38 would get added as there are books that talk about the develpoment of the Mig-29s and their upgrades over the years one of those books is: Famous Russian Aircraft: Mikoyan MiG-29 (Yefim Gordon and Dmitry Komissarov). From what i’ve read it talks about it having all those specified armaments.
There is a bug report for the R-77-1, go see if there is for the KH-38 and if not make a big report about the missing armament
The only MiG mentioned in the Kh-38 brochure is the MiG-35.
Theoretically it could be argued since the 35 is a 9.41, and the KR is a 9.41, then the KR could use Kh-38s. That’s what @Balta779517-live did to get the Extra UV-5 CMs on the KR.
I dunno if Gaijin would be convinced that it could use Kh-38s from just that tho.

8 R-77s is definitely not better than 6 R-77-1s and a pair of R-73s, and that’s not even taking into account missiles like the R-77M or R-74M that aren’t in game but the MiG-29KR can carry.
Also, the MiG-29KR should have R-27 compatibility- (MiG brochure)
Plus of course the A2G/S ordinance, whether that’s Kh-31Ds or Kh-35s or Kh-38s or Kh-59s

Gaijin refused R-77-1 for balance reasons. If it were 9.31 standard we would have more R-77s.
We don’t have any proof of this. R-77M has only been seen on MiG-31, Su-57, and Su-35S.
We are missing these.
These have never been advertised with MiG-29K.
