It’s historic, it would help a aircraft that’s being left in the dust, why not +1

The other 9.3 Mig-21 has R-3S. R-3Rs might increase the BR over it by giving a (limited) all-aspect capability
I’d argue that it should NOT, under any circumstances, get a B.R increase. Compared to the 9.7 MiG-21S it has 2 missiles against 4. And its flight performance is poorer than that of the MiG-21S.

perhaps. but even limited to 2x R-3Rs, on a supersonic platform at 9.3 mgiht be too strong. 9.3 supersonics are controversial enough as it is
I don’t know about it being too strong.
What I do know is that it severely disadvantaged if it gets uptiered, and it happens a lot. Those MiG-21Ss at 9.7 are particularly annoying with their R-3Rs.
PFM has low velocity cannons, and it is incredibly difficult to play with such cannons compared to other jets that not only have higher velocity guns at 9.3, but also much more ammo.
The amount of mental gymnastics gaijin has went through to not give this plane proper armament is something else
If it can be proven it was used on it, sure. Just showing a MiG-21PF testbed Tested them isn’t enough to give it to this aircraft as well.
