I think that’s just the external fabric that water and air seals it from outside.
Edit: I also don’t think spall liners are flexible. Again, would be nice if someone who knows more about spall liners specifically happens across this.

I heard that the Merkava has integrated “spall liners” in its armour, and I believe this article of ARMOR magazine (showcased in Spookston’s redux on if War Thunder’s Merkava was historically accurate) should back up this point
