RTX 3070ti, I7 13700kf, 32gb DDR5 Ram.
FPS is a non-issue in 3rd person, I run a 144hz monitor and Vsync and I always get ~140 no problems.
When I hit shift to pull up the gunner sight my FPS basically halves to 60-80-50fps depending on the map [that crappy sand city map drops to as low as 30], but when I ZOOM IN my FPS goes back to 130.
I didn’t enable motion blur or any RTX features, I tested it with basically every possible graphics settings, nothing seems to work, because I go from 140 to 60fps it feels like unplayable lag and to be honest it is quite had to aim when you lose half your responsiveness after pressing 1 button.
Can anyone relate?

Pics of both zoomed and zoomed out sniper sight. Like I said, it gets worse with other players and maps.

I got the same issue. It started after the Firebirds update. I didn’t even switch to dx12.

I have this same issue! Began shortly after the Firebirds update, which significantly tanked my performance in ground vehicle 1st person unzoomed scope view.
I get a very significant FPS drop when I’m on the ground vehicle tank sight, unzoomed. When I zoom in, it seems to alleviate this issue.
Importantly, this is with (the settings I’ve always used), which is with SSAAx4 on. I’ve run it this way for ages and have had good FPS in all views, but now this is dropping my FPS significantly when I am unzoomed. This makes ground combat unplayable unless I disable SSAAx4, which I’d really rather not, because the weaker anti-aliasing makes the game look rather jagged, and the stronger ones (w/o SSAA) leave considerable ghosting and blurring when camera is in motion.

The same thing is happening with me, friend. For a moment it seemed it was fixed, then I go back to the tank test range, and the FPS dropped again.

At the least, we are not alone. It has been reported here: Community Bug Reporting System
I hope they look into this.

Okay guys, try lowering Terrain Displacement Quality to absolute minimum. It’s a shame that it’s necessary, but that seems to fix the issue completely for me.

I solved mine a little by changing the VGA configuration to use the CPU
Identical, yesterday on ITO or leclerc if I change view on sight view, my FPS drop to 140 to 15 = unplayable
I have a 7800X3D and 4080 super. It’s just unplayable. gaijin, FIX this fast
I don’t mean to be rude, but are you reading the posts above? Try this, and see if it helps:

IT WORKED, IT WORKED!!!
I didn’t even have to lower it to absolute minimum; even just ONE step lower from max solved it!
Lowering it to the mid setting, I now have stable 150 FPS.
It must be a bug, I can’t believe this setting can have such an enormous impact on FPS.
THANK YOU! This is the only and final solution to this problem, it must be pinned!
