Python 4 would have the same stats as the Python 5 aside from the seeker and being more heavy. Rafael themselves said that it uses the same body (albeit with minor changes for lower weight) and motor, as well as other things.
Think of it as like, the Python 5 ingame but with a Stinger seeker or so

The Python 4, incl. Python 5 were made to pull as hard as possible without the shortcomings TVC has.
The closest thing the P5 has to TVC is thrust control, which doesnt affect turning, but range. Its meant to calculate how much thrust it should use on a target and can do so automatically on moving targets

For long relocations by road/rail, its travel-locked backwards. Turret drive off and locked in place using the attachment point on the UFP
But for just small repositioning with the turret drives still on, it could in theory be forwards or backwards perfectly fine
