I will say that it is unlikely.
you say its smaller but as of right now there’s edit 27 confirmed new vehicles this update compared to the 34 last year what could easily creep up to the same amount if not more depending what we see.

Thats not the case at all. This updates final contents are pretty much in line with all previous updates content wise and feature wise for this particular update each year. Its naturally always smaller than the one that follows.

You know they did this exact thing to Germany too, right? The Japanese Alpha Jet gets C-20 engines while the German one gets C-6 engines despite them being identical in all other respects.
And yes, the German ones did use the C-20 engines, in fact, all the Japanese ones were former German ones.
