Yes if I was ranking FM’s it would be Gripen, F-16C and then F-15 following closely behind.
Gripen is exceptionally good probably the F-5E of 12.7 but if the F-5E was 10.3.
AFAIK we are not getting any new SU-22. I feel like you are confusing the Su-27 Flanker with the Su-22, which is a variant of the Su-17.

4 max in theory, I can see 3 being pretty common with 2x Aim9M on the remaining wing.

Yeah imagine being able to use the JDAM, AGM-130, JTACMS, or glide bombs. The range of use for these weapons would be insane.
Which is likely why we won’t see any of those weapons anytime soon.
