Assuming a fairly early F-22 and obviously a high BR for it, I think most countries are at the point where it could be added without adding gen 5 to everyone.
If you haven’t seen the new missile leaks, there is PL-15, AIM-120D, R-77M, etc. for next year. Which with AESA EFT, Rafale, potential Su-35S, J-16/J-10 PL-15, would allow 4.5’s to compete against that early Raptor

Iirc EX is limited by FCS to 12 missiles no matter what and you can read about it on official websites of USAF and Boeing.

but also the fact that the wing fuel tank are always here so even if they are compatible, we will never see it.

Lol, they just said that since it’s the typical loadout for an Advanced Eagle in a2a. There is 0 evidence it’s because of any FCS limitations
