Passed for consideration means exactly what it says. That it will be considered. It does not mean its planned to come for sure at any point.
As we have explained however, F-111K was considered, but the more viable aircraft was F-111C. So F-111K is not planned at all. There is no need for it.

And not being in active service doesn’t really mean anything. F-15 still a US jet regardless of the roundels on it

Folders, premiums, squad vehicles, events. There are many ways to add them so it doesn’t cause major issues with the grind length
