The 40mm APFSDS deals a lot less damage than the 57mm AP (which has almost the same pen) of the Begleit and both the 57mm APHE (which is close to the later 40mm APFSDS) and APFSDS (which is leagues better than the later 40mm APFSDS) of the 2S38.
I-TOW can work, but it’s not as reliable. I prefer APFSDS; its ballistic properties are much better than full-caliber shells, while maintaining the same penetration levels.
It doesnt even need the apfsds the only thing which is still a rather needed addition is its heli sensor. That shouldnt even affect its br that much maybe it will go to 9.7 with it but that really whont matter.

Personally I’d even put it up to 10.0.
If he receives APFSDS, it will surely increase, even if he maintains current penetration levels. But I think he can do well up to 10.3. Beyond that, he’ll suffer greatly with his I-TOW.
Begleit was never in service to begin with.
The 2S38 has AP with HE filler, not talking about the SAPHEI on the Begleit
i suspect sector scanning based on the doppler shift of heli blades and then it locks on via IR track
