I mean look at the BMP-2MD vs the BMP-2M both were released at 8.7 and look at the differences lol. I think gaijin does learn from their past or maybe one has Finnish tax which is more believable

At 12.0 is the JA37D with 4 9L and 2 skyflash and 300 CM. .7 below is pretty fair

But does also have a better gun with a lot more ammo. 4x the CM count and pretty decent handling. AMX has a higher max speed but does feel rather lacking in acceleration.

But yeah, for the Hawk200 with that loadout, when compared to something like the Tornado F3, I think 11.0/11.3 would be fairly reasonable for it

Muahaha. It would have PD, but its why id be fine with it having the non-DF Skyflashes. So they would be as weak of an SARH as possible. Making it an upgrade over the Sea Harrier FRS1, but not unreasonably strong. Especially with the Mig-23ML at 11.7 as well and that would be much stronger than it.
