Anti-Ship Missiles don’t work against armored targets.
From what I can see, many of those are part of confirmed or designated subtrees, such as the Commonwealth countries. That isn’t the case with Argentina.
It has been repeatedly and emphatically stated that Argentina will not be a German subtree
unless, of course, that policy has changed.
