its the demonstrator for the LEP program, thus apart of it since it was the foundation and pitch of said program

BAE systems offered a merger into RBSL, effectively abandoning their proposal, and then LEP was rolled up with other programs such as HAAIP to form CR3.
the Rhm/RBSL LEP demonstrator was then used for the CR3 announcement conference and press release, which is why it’s shown as the CR3 (TD) in game.
