Is there anyone noticed that Zuni on L39 will 100% launch 2 at the same time? I guess that is a bug because even I just take only one pod, it will still launch 2 rockets

not necessarily,
any aircraft that fires 2 rockets (1 per wing) when with 2 rocket pods, will always fire 2 when a single wing (or 1 rocket pod) is fired
Its how the game is coded i believe,
I just tested the F18E, and it seems it is the only one that can launch only one rocket from the launcher, probably it is a known issue that Gaijin forgot to fix it)
F-18 fires 1 zuni at a time anyway, it never fires in salvos
If an aircraft always fires 2 at once, it will do that regardless of loadout
If it only fires 1, vice versa
Wether it does or doesnt is dependent on how an aircraft is wired IRL,
Per pod maybe, but not necessarily on the aircraft
If you have your doubts, you can always bug report it
