as far as im aware ALARM should be able to track every target in game

that’s what they do nowadays, with Oplot and Hunter
first with one of the nations big hot shot, then the smaller ones like BTR-3E or Bionix(later)

So they chose to add an early HARM to the F-16V over any HARM with GPS assisted terminal guidance so it can have some advantage over faster and heavier Russian and Chinese ones.
Also YJ-91 is a full Mach too fast lol
