Yes, PGMs had a number of different seekers they could be fitted with, including an IR seeker. Gaijin just picked the worse possible seeker head for them

Considering its limitaitons and the fact it is at top tier. I dont think IR would have been that big of a deal to be added straight away.

ehhhhh when it comes to PGMs the seekerhead really doesn’t matter.
Night Battles are optional and the Blast Radius of a PGM is so big they can miss and still kill. So TV vs IR wont change much.
The TV sight can be… finicky at long range
no, TV can only lock vehicles in 6-7km, while IR seeker can lock in 12+km.
