The event cycle has no bearing on update development, or at least not much.
Even before New Power, most 4th major updates dropped in late October.
To be fair, that update was really stacked considering the engine update and the volume of vehicles we got.

I wouldn’t think we’d get delays like that again unless the update was similarly sized or something catastrophically wrong happened.

Maybe get AI carriers that actually play a role in the game, like currently they are just free RP especially if you have lots of rounds.

Agreed, that’s almost certainly why New Power was late compared to other updates.
But who’s to say that’s not what we’re looking at with this update?

the november updates are usually smaller

Typically, once the dev-blogs start, the update follows a typical pattern. We are due the teaser this week based upon the “typical” pattern.
If something had gone wrong causing a delay, the devblogs would have been delayed and probably a comment saying so.

I think these days Gaijin is happy to release updates in unfinished states with mass placeholder parts and bugs and then just fix it in dev / following month (if they ever do)
