This is incorrect and is your own personal assumption. It has been confirmed by the developers that there is and the FM cannot be further tuned without that being overcome in any direction that would be correct.

Squadron vehicles are distributed as they are needed, as per Hunter F.58 and others. Wont necessarily see a subtree in the next few updates
