It could scout, but that would be literally all it could do. 40mm GL would only be good for popping tyres on wheeled light tanks. I doubt it would be enough to do much more than that.
Considering the other light tanks available, heck, even something like a Humvee with a TOW launcher (there is even a variant with a 30mm Bushmaster and a Javelin) . I think it would be better to get one of those for now. Unless a utility vehicle/APC becomes valuable in the future

40mm GL meant for anti-personnel work would be kinda weak even at low BRs and it would be kinda wierd seeing a modern APC running around with early WW2 or even inter-war tanks

This will still pen more armor than rank 1 japanese tanks. M430 round can penetrate 2 inch (51mm) of armor and M430A1 can pen 3 inch (76mm) of armor.
