Mainly because some TDs and most SAMs simply lacking enough onboard ammo stowage. Some specific TDs only have 8 rounds total. Hence the ammo box.
Purely utility vehicles are essentially useless for the game as the game’s main focus is in the PvP aspect (even utility classes like healers in most games are not truly utility focused and still hold some amount of combat capability).
