I think i don’t have to say much about how useless stock HEAT is at top tier.
And the thing is, almost all tanks could have a stock dart, instead of the current stock HEAT.
And certainly, there would be way fewer exceptions to this new “rule”, than there are in the current one.
Since currently the UK, and Sweden has stock dart, they not only start with an advantage, but they also prove that this concept works, and that it could (and should be) be implemented for all vehicles.
As for balancing the RP needed to fully unlock each modifications, the first APFSDS’ RP cost could be redistributed.
A second solution would be to swap HEAT and the first dart in the modifications, so HEAT would be an unlockable ammo.

Now for the problematic tanks, they only have 1 dart.
The obvious option is just give them their dart as stock too.
Second option, is to give them a stronger dart, and give the current one as stock.
Third option is to find a weaker dart, and give it as stock.
Fourth option, is to move that dart to rank 1 mods, and give it the same RP requirements as for the Parts modification.
