why russian and chinise tanks have tire 2 modification range finder but other nations have tier 4 modification range finder ?

I don’t get that too… But that’s probably because russian tech tree sucks so hard they have to give 'em some candy along with toxic SPAA, heli, and KH38MT
Japanese Type 74C also has tier 2 LRF
