I find it sad that only a few nations get access to timed fused HE shells. They are now just a strait upgrade to regular HE shells and are also be really useful against helicopters.
I think every nation should have at least one tank at top tier with access to a HE-TF

if you go by that, only one nation doesnt get some form of proxy/time fuse HE at top tier

Timed fuse shells aren’t the most useful. The timing typically isn’t accurate enough, often explodes too early where it would have been a direct hit otherwise with regular HE
Most of the time, you just turn the time fuse off and use them as regular HE shells

Why would you want time fuzed??

Helicopters mainly I’d say.
Be as useful as they were in say WW2 - which is to say not very useful at all at a tacticla level
If you had a programable fuse HE with a laser rangefinder I would think tgat would be more effective against helis than any other option that MBTs get
I note M820 HEAT-MP has a proximity fuse specifically for air targets, so programming isn’t req, but its replacement the M1147 does not - it does have a timing feature tho to explode at some distance, so yeah that might be a suitable replacement - although it isn’t “advertised” as anti-helicoter AFAIK.

Very sure a Proxy shell is better.
Depends, if it’s against low flying helicopters then the Proxy fuse might trigger against buildings/trees/powerlines/etc. A timed fuse doesn’t have that issue. Best option is gated proximity fuses that is a “best of both worlds” kind of thing, it has the proxy fuse turned off until x meters away from the lased target distance so wont trigger while flying past trees and turns on the proxy last ~second to get a closer detonation to a target that is moving.

the main this is that almost all tanks at top tier have a lot of cool and interesting rounds but so many of them aren’t added.
might be wrong here but i think the Leclerc for example even had barrel launched atgm

When it comes to the UK and France the easy solution is anything carrying a CTAI 40 gun
For the rest i don’t know, but i’d be surprised if they did not have some sort of equivalent
OP was being very nonspecific so i was counting any tank with proxy or HE-TF at 11.7 or 12.0
UK gets HETF on challenger 3td
france gets HETF on the dutch leopard 2a6
china gets proxy on all their 12.0 MBTs
Israel gets HETF as well on all merkava 3s and 4s
i did forget about japan though, and because its only on the challenger 3 td its fair to count the UK too (and probably france too)
i am 90% shure all nato tanks get HE-TF because of nato standard shells
