I think this lime means something completely different. While it obviously denies a Japanese subtree this update, as well as Korea as an option ingeneral, it also has other implications.
For one, he’s not too informed on the matter could be a subtle hint that it is at least a discussion for the devs and not quite out of the picture for future updates. Especially considering that he kept it very vague, as it would for things that might still happen sometime in the future.
Similarly he said there weren’t too many options. What sounds pessimistic at first could also mean that a decision by the devs, while not there yet, is closer than one might think.
But also the way Korea was denied could be a hint at a possible different implementation for Korea having been decided by the devs. This could mean Korea might be something we’d also see in the future.
