I’m thinking that rank 9 could be introduced for these true 4+ fighters and then rank 10 (“rank X” perfect marketing name) with stealth.

I think so too. I believe most nations can get something for 5th gen Rank 9. USA/RUS/CHN got their own, and the rest of the nations can all get F35’s already from existing sub-trees I believe.
Rank 9 means they’ll sell more new Rank 8 premiums, since Rank 7 premiums will have a -60% research penalty for Rank 9

Ordinance is still devs decision and they are used as balance tools. In cases like this things are usually forwarded as suggestions and not actual “bugs” or historical issues.
