Why does the Type 87 RCV (8.7) doesn’t have an stabilizer but the Type 87 Prototype at 7.7 has one ?

The prototype model included various cutting-edge technologies, but they were cut down for cost reasons.
Therefore, it is installed in the prototype model, but not in the mass-produced model.
