Budget cuts
Ark Royal and Eagle were over 30 years old by the end of the 70s, and it was seen as cheaper to buy smaller carriers that could focus more on ASW than being a full carrier group, especially when the Americans had A LOT of carriers at the time.
If you do any sort of in-depth research into the British military, you’ll find most of the good stuff (CVA-01, Superswift, P.1216, Harrier 3, etc, etc) is all due to budget cuts where the government decides that it’s better to spend said money elsewhere (or simply nowhere at all) and just cuts capability.
CATOBAR on the QE’s is a big thing on its own, as during design and construction, they switched between having and not having them several times, mostly because of the cost of EMALS being ridiculously expensive and not having the space for a traditional steam catapult without sacrificing a lot of capability.
Kinda odd suggestion to see, I’m sincerly surprised, however, as much as I want more Tomcats in-game, Japan as tech tree is more likely to get indigenous designs or out from some of the existing sub-tech trees.
