Italian naval cannons RoF dilemma - Minisini 100 mm

Hello, I would like to talk about an ancient issue with Italian 100 mm Minisini cannons.
This update we are getting premium RN Giulio Cesare, so far it has copied description of Russian nomenclature (different measurements standards of each nations) and Russian better RoF (while cannons/turrets are identical, both countries documents have different values for their reloading time).

So after devs will change the name of these cannons on Cesare to Italian nomenclature, is it going to keep Soviet RoF and differ from all the other vessels with this type of weapon in the Italian TT or it’ll get Italian current worse RoF, creating another ridiculous precedent, when not even same cannons/turrets have different RoF depending on the nation, but even exact the same ship falls into this situation?

Or maybe it’s finally the time to bring something more than just copying paper values into adjustments of naval RoF? Imo it’s a great opportunity for naval developers to show their competence and balance at least these cannons.

Well you see the italian crews need to stop after each shot to consume a full 3 course meal and drink good wine, whereas the russian crews only have to do a shot of vodka in betwee each shot so thats the reason for the differnce in rof
