I shot the enemy leclerc tank setting it on fire and killing the driver and the gunner and dispite that fire control will be available after 8 sec (as the message says) he shots back after 3 sec…

Commander override? I think the message is telling you how soon until the gunner comes back, but until then the commander can still shoot

And you can check this by previewing the vehicle in the hangar, and mousing over the breach I think, or the positions (Pretty sure it’s the breach that lists what has what).
Dual fire controls for Commander. You’d have to have destroyed the gun, breach or killed both gunner and commander to prevent him from returning fire.

Not specific to the Leclerc mind you.
You can see it in your tank when your gunner is shot, A red crosshair icon will appear, telling you you gunner is “disabled”, and 2 white loading circles will appear around it. The fast loading one (~3 seconds) is the command transfer between gunner and commander, and the slow loading one (~8 seconds) is the commander taking the place of the gunner.
It’s only available on more modern tanks though
