Check game settings. There are two radar display modes.
Your radar is super early and completely incapable of determining what is a plane and what is anything else. Basically its just telling you ‘hey theres something here’. Might be a mountain, might be an enemy bomber, might be an alien, radar dont know. Im pretty sure what you’re seeing on the scope is ground reflections.
If you go test fly more modern jets like the F20 or SU-33 you’ll see that it can differentiate between planes and the ground.
