Is nerfed aircraft cannon damage intentional or a bug?

Can we get an actual developer or community manager response on this instead of locked threads and deleted bug reports?

There was a huge โ€œnerfโ€ in all aircraft ammo.
A new mechanic called realshatter has been introduced which has reduced the damage dealt by projectiles and their fragments.
Some of these changes can be found in DataMine 2.27.019 Part 3,
