Is it me or did flares stop to work?

So im here just playing on CAS and whenever some spaa shoots its missile at me ( ozelot, zsu 23-4 etc ) the only way to dodge the missile is to over g it, whenever i try to shoot flares and maneuver while going too slow, it just doesnt work
P.S: IR missiles are pretty early, im talking about A-4E right now.

ground IR =/= air IR capabilities, the aim-9b’s on your A-4E are much worse than the ozelot or zsu’s stingers (FIM-92) or Iglas (idk). IRCCM means you can’t blindly drop flares, and need a little more finesse to properly evade

this doesnt matter, the spaa at that br are using FIM-92 Stingers which have IRCCM (flare rejection). You have to kinetic dodge or know how to flare this type of IRCCM which is incredibly difficult.
