Because a PUMA with proper armor, working spikes and MUSS would be 11.0 material. Unfixed bugs sadly dont reduce BR

Battle Ratings and Progression
- The Battle Ratings of Ground Vehicles and Helicopters have been expanded: the maximum Battle Rating for Ground Vehicles has been increased from 12.0 to 12.7, and for Helicopters from 12.3 to 13.0.
- The previously announced Rearrangements to the British Ground Forces Tree have been implemented.
Locations and Missions
- Sinai (all variants) — the height at which clouds appear has been increased, they no longer appear close to the ground.

Also what about top tier CAS other than helicopters? The ongoing trend for years now has been tanks moving up and seeing stronger CAS but planes stay at their BR.

VT4A1 has a functional APS while merk is not.
But tbh the VT4 is never 12.7 capable, it’s not even close to ZTZ99A.

It is, old FnF helicopters shouldn’t be at 13.0.
It would be complicated to the point of it being impossible to get right, objectively.

Pssst, the Tiger HAC is still missing, it gets 8x Trigat which are copy pasts PARS so either move the HAC to 13.0 too, or move the UHT down
In the last BR adjustment, the BR of the AIR RB of SU7B and YAK28B was reduced to 9.0. This led to the two planes that were originally not allowed to join the NAVAL BATTLE being permitted to do so. They should add the NAVAL BATTLE level of 9.3BR like FJ4B and MIG21.
The VT-5 needs a new APFSDS, which is only 0.3BR lower than 90120, and the penetration depth is missing a whole 109mm!

Stats do not equate for physical performance, if a good player is doing as well in a bad heli as a bad player in a good heli, then that should not mean that the bad heli should stay bad
That’s why stats aren’t just focusing on good/bad players.
Ig french players get to gorge on the HAC at 12.3 while everyone else gets 13.0, sehr balanced gaijin

The only explanation for UHT stats being even close to the Mi-28NM or AH-64E is if the players are just better, simple as, it is disadvantaged in literally every single metric besides maneuverability
